In the crypto community were surprised at the statement of Buterin circulated by some media. So they turned to one of the Ethereum developers Afri Schoeden for clarification.
In the comments, Schoeden noted that Vitalik hardly spoke about July, since even a coordinated test network has not yet been launched.
Going on stages or panels and putting out dates is not helpful at all. I don't think Vitalik said July. But I didn't see the talk.

Buterin himself later joined the discussion. He stated that he did not speak about July, and if this month appeared in the question, he simply did not hear.
